Program Guidelines

Give yourself the Energy Edge and put some green $$ back in your pocket

The City of Boynton Beach has set aside funds to distribute on a first-come, first-served basis to City residents and small businesses participating in the Energy Edge Energy Efficiency Rebate Program.  The program seeks to increase the energy efficiency of existing homes and small businesses by supplying rebates for the purchase and installation of energy efficient improvement items that include solar, high-efficiency or tankless water heaters, permanently installed central HVAC heating and air conditioning systems, reflective roof materials, commercial lighting fixture replacements, commercial occupancy sensors, high efficiency air compressors and motors, as well as Energy Star doors or windows, and insulation.  All items must have an ENERGY STAR label and/or meet the minimum energy requirements of the Florida Building Code. 

The program also provides rebates for Green Certification ~ single and multi-family homes, commercial buildings, and land development master plans can receive up to $2,500 toward the cost of certifying through the National Green Building Standard (NGSB), (which is also Boynton Beach’s voluntary local Green Building code), Florida Green Building Coalition (FGBC), United States Green Building Council (USGBC), Green Globes, or any other nationally recognized certifying agency.

Beginning March 1, 2016, the program will be accepting applications and will continue until all the allocated funds are awarded. 

Here’s How it Works:  Residents and small business owners submit a short application for program participation approval that includes an FPL Energy Survey Report, proof of owner occupancy, the type of energy-efficient product or system to be installed, and a written estimate of the work.   Approved applicants have four (4) months to complete the work and submit a rebate request form.  Pre-approval enables the City to "reserve" the funds for approved applicants and determine when to stop accepting applications.   If an applicant does not submit the rebate request within four months of their approval date, the unused funding will be reallocated to applications that have been placed on a waiting list.

STEP-BY-STEP DIRECTIONS

Apply For Program Participation Approval

1. Confirm your Eligibility

a. Participant must be the owner of the building and it must be their primary place of residence; or in the case of a business, the owner's business must be the principal & predominant occupant of the building. As part of the award, the owner shall not offer the building for sale or lease within one (1) year after completing the work. 
b. The home or business must be located within the City of Boynton Beach.
c. The building must have been constructed prior to 1996.
d. Participant must obtain an FPL energy survey for the property and submit a copy of the FPL Energy Report as part of the eligibility application.
e. The energy efficiency improvement must meet requirements listed in Step 3.
f. Participant must submit a written estimate as part of the eligibility application that includes material and labor cost shown separately. Work done prior to applying is not eligible for this rebate program. 
g. Energy efficient items must be installed by a certified FPL Participating Independent Contractor or licensed Florida installer.
h. Only those items included in the eligibility application approval that have been permitted, installed, and receive a final inspection from the Building Department will qualify for this rebate.  After installation, when the approved applicant applies for the rebate, proof of payment will be required. 
i. City of Boynton Beach employees must wait a period of 60 days from opening this program to the public to make application for funding. 

2. Complete an FPL Energy Survey -

Getting a handle on your energy use is an important first step to improving efficiency.  Florida Power and Light (FPL) offers a free, on line home energy survey for residential applicants at:

3. Select the type of improvement you will be making.  Homeowners and small businesses can choose from a variety of home improvements that meet ENERGY STAR qualifications and comply with the Florida Building Code.  Check out the items eligible for rebate listed below.

After You Have Been Approved:

5. Once you have been notified of approval in the program, you must utilize the approved contractor you have identified in your eligibility application.  The contractor must obtain any required permits prior to commencement of any work.  Selecting the contractor is very important.  Here are some things to consider before you do.

  • Property owners are encouraged to get at least three written quotes that show the cost of labor and cost of materials separately.  Owners must make their own inquiries as to the reputation and reliability of a Licensed Contractor before engaging their services.  Contractors must have a current license as a contractor for the proposed work and be registered with the City.   In order to maximize the impact of this program on our local economy, homeowners are encouraged to select a local contractor and purchase supplies from local retail establishments whenever possible.
  • Tell the contractor you want to implement one of the improvements on the Rebate Program List that qualifies for the Federal Energy Tax Credits program or local FPL incentive program -

You are encouraged to verify through the Federal website that the proposed product or system does indeed meet the ENERGY STAR standards (www.energystar.gov).

  • Ask for a thorough explanation when you receive a written estimate, and make sure you understand the basis for every recommendation for improvement.  Property owners should satisfy themselves as to any necessary warrantees or guarantees for products or services provided.  

6. Documented proof of completed work.  As you proceed with the purchase and installation of the energy improvement, make sure you obtain the following documentation:

a. Copy of dated, itemized receipt or other proof of payment with name and address of company performing the installation.

b. Copies of permit and final inspection approval
c. Verification that equipment is ENERGY STAR qualified (e.g. Energy Star Label from product)

7. Complete the Rebate Request Form.  The Rebate Request Form must be received within four (4) months of application approval to be eligible for the rebate payment.   The Rebate Request Form will  be mailed with your application approval letter. Attach all required documentation to the completed application and make copies of everything.  These copies can assist with application processing should we have questions about your submittal.

8. Mail Your Submission.   Complete packages can be mailed, emailed or dropped off at the Development Department, located in the West Wing of City Hall, 100 East Boynton Beach Blvd.

Once your Rebate Request Form has been approved, you will receive a rebate check in the mail.  

PROGRAM FUNDING

Funds are available on a first-come first-served basis until all the funds allocated for this program have been expended.  Rebates are reserved, but not guaranteed for applicants that have been approved to participate in the program.  If completed Rebate Request Forms are not submitted within the allotted time period, applicants will need to re-apply for program approval.  Accordingly, property owners are encouraged to apply and complete the work as soon as possible to take advantage of the program funds.  The City of Boynton Beach does not guarantee a reduction in energy usage or in utility bills from participation within this program, and reserves the right to modify this program at its discretion.
