Permitting Resources
The following process applies for a driveway permit. Please be aware that there are several departments, apart from engineering, that must review the permit application.
1. Obtain a certified survey from a professional surveyor
2. Through the services of a design professional, obtain professionally prepared plans that fully display the work to be done. If the scope of work does not require the services of a design professional, then ensure the proposed work is displayed on a certified survey.
a. Ensure that the plans reference the Engineering Design Handbook and Construction Standards along with the Engineering Standard Details. These can be found in the useful links to the left of this screen.
b. Ensure the plans clearly differentiate between what is existing and proposed.
c. Provide clear, legible, and exact dimensions.
d. Provide a table indicating proposed impervious and existing impervious aspects of the site.
3. Apply for a permit on Sages Gov under the residential permit application, https://www.boynton-beach.org/428/Sages-Permits
4. Allow up to 15 calendar days for city staff to review the permit application.
5. City staff may not approve the permit at first and issue comments with required corrections that must be made to the plans. These corrections are to be adhered to. In some cases, it may be beneficial to call the plan reviewer and ask for explanation of the deficiency comments. To decrease the number of comments received from city staff please ensure that the applicable project specific guidelines listed below are provided.
6. Reapply for a permit on Sages Gov with the improved plans.
Project Specific Guidelines
If the items in the left column are true, then follow the corresponding direction in the right column.
| Prior to submitting the driveway permit, double check that all requirements have been met using this residential driveway apron checklist. |
| A concrete driveway is proposed. | All concrete driveways must conform to engineering detail G-18. |
The proposed changes add 800 square feet or more of impervious surface area to the site. | Professional drainage calculations, prepared by a professional engineer, along with a drainage plan must be prepared. Example drainage calculations |
| There is an existing curb in the public right of way in front of the house. | Driveways shall be constructed as a drop curb. Refer to to PBC 3001.1C or FDOT Index 522-003. . Please be aware that a drop curb must be constructed by a licensed contractor. |
| There is an existing or proposed sidewalk on site. | All sidewalks shall be continuous through the driveways and shall be 6-inches thick. Look at the engineering standard detail P-16 |
| The road in front of the home is a county road. | Obtain a permit for the improvements from Palm Beach County and provide proof of the county permit with your submittal to the city. |
| The home is located within an HOA. | Obtain written approval from the HOA and provide this documentation with the submittal to the city. |
| A sanitary cleanout is proposed in the driveway. | Provide a mini manhole for the cleanout. Look at the engineering standard detail S-10. |
| A swale is located in the public right of way in front of the property. | Ensure the swale is reconstructed according to engineering standard detail D-10 & D-10 A. |
| The driveway being replaced with decorative brick pavers. | Provide a signed, witnessed, and notarized Hold Harmless Agreement. Look at the Hold Harmless Agreement. |
| The house is located on the corner of a street. | Ensure the driveway is a minimum 30-feet away from the street intersection. Look at engineering detail K-12. |
| 1. Per LDR Ch. 4, Art. VIII. Sec. 3.C.4.n., the point of access to lots shall be at least thirty (30) feet from intersecting right-of-way lines. |

The following guidelines applies for a driveway permit. Please be aware that there are several departments, apart from
engineering, that must review the permit application.

2. Through the services of a design professional, obtain professionally prepared plans that fully display the work to be done. If the scope of work does not require the services of a design professional, then ensure the proposed work is displayed on a certified survey.
a. Ensure that the plans reference the Engineering Design Handbook and Construction Standards along with the Engineering Standard Details. These can be found in the useful links to the left of this screen.
b. Ensure the plans clearly differentiate between what is existing and proposed.
c. Provide clear, legible, and exact dimensions.

8. With the permits in hand construction may begin. Ensure that all required inspections are scheduled as construction progresses. If clarification regarding the inspections is
needed contact the department that issued the inspection.
9. Ensure that construction strictly adheres to the permitted plan set. With construction complete and having passed all inspections one of three things will occur depending on
the work completed.
a. The city intake staff. designates the project as fully completed.
b. The applicant will need to apply for a certificate of completion.
c. The applicant will need to apply for a certificate of occupancy.
10. Once the process for certificate of completion / occupancy is complete, the city’s internal staff. will designate the project as fully completed.
Project Specific Guidelines

The proposed changes add less than 800 square feet of impervious surface area to the site. | Provide a table on the site plan that gives the following information in square feet: total site area, existing and proposed impervious area, as well as existing and proposed pervious area. |
| On-site demolition is proposed. | Provide a complete demolition plan that clearly shows the existing structure and what portions will be demolished. |
| The proposed improvement will be near an easement. | An Easement Consent and Removal Agreement form must be provided. |
| Improvements will be made to the driveway. | Proceed to the residential driveway section of the engineering permitting |
The proposed improvements bring the structure or home closer to the adjacent property. | Double check the side, rear, and front setbacks with the code of ordinances. Residential setbacks vary based on zoning district. |

| Provide detailed grading plan and sections at each property line to illustrate how proposed improvements will provide adequate perimeter swale/berm to sheet flow along & within property line and prevent runoff. onto any adjacent privately held property. Grading shall be sloped to drain away from building structures, drain along & within property line or common drainage facilities in expressed drainage easements. |
All new homes within the city are required to either construct a new sidewalk that spans the entirety of the lot or pay a fee in lieu of constructing a sidewalk. The unit price of the fee is subject to change annually based on the determination of the City Engineer. |
| The contractor shall make every effort during construction to control wind and water erosion of the soil on site. The contractor shall control excessive runoff. from the project by constructing proposed berms and/or excavating the proposed swale areas during the preliminary clearing and grubbing operation of the project. Should the site become excessively dry, and wind and soil erosion become prevalent and/or a nuisance, the contractor shall water and/or seed and mulch the area and provide erosion control fencing as necessary. Contractor shall provide runoff. and sediment protection around existing drainage inlets. |
| Construction is proposed next to or on an easement. | An easement consent and removal agreement form is required. |
| The property abuts or contain a waterfront. | All requirements of the 2010 LDR, Ch 4, Article VIII, Section 3.H shall be required. |
| Permits required from other permitting agencies such as Florida Department of Transportation (FDOT), South Florida Water Management District (SFWMD), Lake Worth Drainage District (LWDD), Florida Department of Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD), Palm Beach County Engineering Department (PBCED), Palm Beach County Department of Environmental Resource Management (PBCDERM) and any others, shall be required post technical compliance review of the plans, but prior to issuance of a building permit. |
Provide a data table to include the square footage and percentage of total lot area, increase on impervious area, pervious area (roof, pool/patio, driveway), and the total net decrease in pervious area. |
The city of Boynton Beach requires all contractors to obtain dumpster bins through the Public Works Department. Contact the Public Works Department (561-742-6200) regarding the removal of refuse during the construction phase per the CODE, Section 10-26 (a).
